Jean-Yves (JY) Forcier

Jean-Yves completed his military career as Vice-Admiral and first Commander of Canada Command in Ottawa, after 34 years of service. His other senior appointments included Commanding Officer HMCS ALGONQUIN, Commander Maritime Operations Group Four, Deputy Commander Naval Reserve, Chief of Staff Joint Operations National Defence Headquarters, and Commander Maritime Forces Pacific.

Since leaving the military he has been consulting in matters of defence, security and emergency management; he has taught at Royal Roads University; and he has also worked as a mentor at the Naval Officer Training Centre and the Canadian Forces College. He has extensive experience in Organizational Review and Restructure having lead the efforts in restructuring the Naval Reserve personnel and training (1994-96), and the Pacific Fleet support organization (1996-1999). In 2005, he lead the Chief of Defence Staff Study on the Command and Control of the Canadian Forces (CF) which resulted in the transformation that same year of the Operational Command structure of the CF.

Jean-Yves is also well-known for his cooperation with other government departments and agencies who work as part of the National Security team. As a result. in 2009-10, he was commissioned by the CF to conduct a Strategic Lessons Learned Study of the CF involvement in National Security support for the Vancouver 2010 Winter Olympics.

He is a graduate of the Canadian Forces Command and Staff College, the National Defence College and Royal Roads University (RRU) where he obtained an MA in Leadership and Training. Jean-Yves serves as a member of the Board of Governor of Royal Military College St-Jean (RMCSJ) and a member of the Research Ethics Board for RRU.
